Minimal Django Web App to Lookup PDF Invoices

Greetings,
I'm looking for an experienced django web app developer to develop a minimal web application for a supermarket business that allows customers to lookup their digital invoice (PDF). This web app has the following:
1) An index page that has a text field and a button, the text field is used to enter the receipt number and the button to search for the invoice. If the invoice is found in the database, the invoice is displayed as PDF (with option to download it). The receipt is to be shown in ARABIC or ENGLISH languages; the index page has a radio button to choose between the languages before submitting the search request.
2) An admin webpage, which allows the business owner to upload an Excel Sheet daily with all the invoices for that day. The web app processes the excel sheet and adds the receipt information in a database which then call be looked up through the index page. A sample for the excel sheet to be uploaded is attached.
3) Each customer (IP address) is allowed to make 10 maximum requests per day.
All backend programming is expected to be done in Python for future further development.
