Further developments on an existing Django project.

We have a e-commerce app build on django.
The app currently processes the orders online as well as offline. All the purchasing is done by the central warehouse and this central warehouse sends items to each distributor. All the online orders are processed by the central warehouse and we have our distributors at various locations who processes offline orders.
We want to add the following features to it:
1) C&F module: Currently the system is sending all orders from one central warehouse. We want to create C&F and send the orders placed by a users in a particular state to that state's C&F. Also, C&F should be able to bill the items to the distributors of that state.
2) Loyalty Purchase Module: Our business plan provides loyalty vouchers to our customers and we want to make a module by which our customers and purchase products worth of the loyalty vouchers.
3) Offer module: After our user purchases items worth a specified amount, We want to give few products to them at a very discounted rate. We want to implement this system both online and offline to our distributors.
4) Notification App: We want to develop an app for sms & email notification. We want to maintain templates for both SMS & Email in the app and send it to our users. We want to create users groups where we can specify which message should be sent to which type of users (eg. active users, inactive users, user who have completed their KYC, new users, old users, etc.). We should be able to schedule the notifications as well (hour/daily/weekly/month). The app will also provide us a report of the notifications sent.
