Effective Payroll Time Tracking Software (build or Find me a Free solution) -- 2

Looking to build or find an existing solution for the following (only have a budget for $200. so if this doesn't work please do not contact me.

Time Tracking Software so I can easily report and pay my employees.
I am looking for simple Time Tracking software for my employees for each of my locations to better report their work and pay them easily.
Need the site to be built in a fast-loading framework (My Employees login with a scanner that types their username and password)
Account Types:
- Super Admin (Owner)
- Manager
- Employee
- Employee: This User can login, clock in or clock out. They will be able to view their historical reporting to view their worked hours and previous payments made to them by their manager.
- Manager: This Manager can login to Create new Employees (Only for the locations they are managing, they cannot see other locations). They can set their employee’s salary type (hourly, weekly or Monthly). And set the Employees username and password. This manager can edit/adjust the employees clocked in hours if needed (for example, if an employee leaves without clocking out, Manager can clock them out and set their clocked-out time to the time they left).
- Super Admin (Owner): This user can oversee all accounts and create and set salary for the managers and assign managers to locations. This user can create new locations and assign managers and/or employees to this location as well as setup their salary pay.
Reporting:
- Super admin Dash will show all locations and each location’s manager, each manager has assigned locations and employees.
- Manager’s dash: This will show the manager the list of employees they manager and their payrate so the manager can easily pay the employee by seeing the report for that week.
- Employee: this user can only login and view his/her personal historical data and pay.
- Option to enable a weekly report. The super admin and manager can setup weekly report to be emailed with a summary of each employee and their worked hours and payrate to easily pay them.
Courser should auto select the login filed when the page loads.
