Django developer for a new website

Hi,

I have a new website to be developed with Django. The website presents electricity consumption reports and gives customer opportunity to buy additional services. The website requires following features:

-Basics:
-Html
-CSS (Bootstrap)
-JavaScript
-Data visualisation (pie charts and graphs)
-User authentication with e-mail and password
-Shopping basket feature (no integration to external payment service)
-Database connection to PostgreSQL
-Forms
-Static blog content
-Multi-language

The service would be deployed to Digital Ocean with pull requests pushed to Github and code-reviewed by me. The deployment would be possibly done using Docker.

For local taxation purposes I prefer a developer from EU.
