Django Project Budget

Refer to the attached PDF. Need a custom website made with Django. The basic overview is I need users to be able to make posts and upload PDF with their post. These posts will appear on main site. Admin/Moderator will approve before it gets posted. That is the basic idea. Refer to attachment for more details.
