Build a Cloud Based Animation Creation Tool -- 5

I need an experienced Programmer (should be expert in languages like Ruby, C++, Python, JavaScript) who can build a time-line based, drag & drop based Animation maker which is to be Browser based. It should be easy to use. It should have the ability to add text, voice, audio, image etc. See example like Animaker.
