Police Role-Play Discord Setup

I run a small community that wants a Discord server styled after the typical “police MP” role-play layout. I need someone to build the structure from scratch and leave me with a clear, easy-to-manage setup—all within a strict £50 maximum budget.

The must-haves
• Create distinct role hierarchies for Police Officers, Dispatchers, and Civilians.
• Build corresponding text and voice channels that only the appropriate role can see or speak in, mirroring how a real police role-play server is organised.

Acceptance criteria
1. I can invite a test user, assign each of the three roles, and they only see the channels meant for them.
2. All channels are neatly ordered in categories (e.g., Radio, Briefing, Reports) that match common police RP servers.
3. Written hand-off notes explaining how to add new channels or tweak permissions.
