Timer measuring and recording timing of consecutive events

Budget: $250 – $750 AUD

I need a timer to capture at least 20 / 30 events (millisecond accuracy, during a period of 20 seconds). The trigger (time = 0) could be a pair of bell wire. After that, each event should send a signal to the instrument (and the instrument records the time) using a bell wire. Currently I can get an instrument that can measure the time for one event - a pair of bell wire triggers the instrument and another pair of bell wires stops it. See attached document.
the time for the events must be stored in the memory (SD card) and after the test, the data will be downloaded (txt file).
I need a quick prototype to test ( and hence the budget of AU$250-750) it and after that (which will be another project), improvements will be required to have the version 1.0.
I envisage a final instrument with dimensions around 15cm x 15 cm x 5 cm (however there is flexibility).
