Natural Passport Photo Restoration

I have two scans of an old passport photo of a gentleman whose widow has asked me to help with a commemorative project.
Your task is to blend the best of both: keep the accurate facial detail from the close-up, add more visible collar and a hint of the shoulders, and extend the canvas so the very top of his head sits comfortably within a little white space. I only need moderate enhancements—subtle contrast, and minor dust/scratch removal—so the portrait still looks authentically vintage rather than perfectly retouched.
