Combine Two TIFF partially overlapping Files into 1 larger image, done today.

I need two Hillshade based geographical TIFF files combined into one single larger image, saved and delivered in both TIFF and JPEG formats. The quality and resolution of the originals must be preserved where possible.
Requirements:
- Combine images one on top of the other
- Save as TIFF and JPEG (understanding that the resolution will not be as well preserved as a JPG)
- Crop or resize as needed
