Scalable Terraform, GitLab CI Pipeline solution

I am looking for a GitLab CI EE + Terraform OSS based solution for IaC Pipeline for deployment on AWS. The solution should be scalable for use by other teams, the IaC / Infra stack remains same in such cases.
