CI/CD Pipeline Setup for FE and BE

Hi, I’m looking for an experienced DevOps engineer to design and implement a production-ready CI/CD pipeline for a monorepo containing an Angular frontend and a NestJS backend. The repo already uses a monorepo tool (Turbo) and the database is PostgreSQL. I need two environments: DEV and LIVE. Prefer GitHub Actions for pipeline, target AWS infrastructure, but I’m open to cheaper/easier alternatives.

The application includes file upload functionality. It will start with low resource requirements, but the infrastructure should be designed in a way that allows easy scaling in the future as usage grows.

Budget is around 60USD.
