DovOps - Deploy an API on Ubuntu using Docker, PostgreSQL and Neo4j

Hello,
I have developed an API with .NET Core 3.1 which is using PostgreSQL as Releational database and Neo4j as a Graph database.
The .NET Core API will be hosted on Ubuntu 18.04 using Nginx as reverse proxy.
The server should be configured with SSL using Let's Encrypt and attach it to a domain name
I want to install Python on the Ubuntu instance and some other libraries using pip.
All the code of the .NET Core API is located in a Github private repository.
I have two (2) scripts to generate the initial data for Postgres and Neo4j databases.
* I need someone who can create a complete deployment pipeline using tools of his choice
or
* someone who can advice me of steps I should do to accomplish this task.
