BASH ubuntu useradd (simple) ( 5 stars )

Here is the situation; I keep rebuilding my server and will continue to do so, each time need to "add" a user:
sudo useradd test -s /bin/bash && printf "yourpassword\nyourpassword\n" | sudo passwd test123
when I try to login with this su test and use the password get "su: Authentication Failure"
What I want; what would the cleanest "script-able" steps be; so I can have this with a RSA KEY? (ready to go even if there is steps on a) the new server b) on the workstation?
Any clues at all ?
