Simple Desktop Image Editor

I need a straightforward Windows desktop application that lets users perform essential photo adjustments—crop, resize, and rotate—without the complexity of heavy suites like Photoshop or GIMP. The goal is speed and simplicity: launch the program, open an image, make the basic tweak, and save or export immediately.
Core requirements
• Clean, intuitive UI built for non-technical users
• Reliable handling of common formats (JPG, PNG, GIF, BMP at minimum)
• Instant-preview of changes before committing
• No installation hassles: one-click installer or portable EXE is fine
• Written in a maintainable language (C#, Electron + Node JS, or similar—open to your recommendation as long as it remains Windows-native and lightweight)
Nice-to-have, if you can add them without bloat: drag-and-drop support, quick keyboard shortcuts, and the ability to remember last save location. Web or mobile versions aren’t required now, but laying a foundation for possible future ports would be a plus.
