PCB & PDF Desktop Viewer Development

I'm looking for a Windows-compatible desktop application designed for viewing PCB files (both bitmap and Gerber) and PDF files. The application should have two main components: a PCB viewer and a PDF viewer.

PCB Viewer Features:
- Zoom and pan capabilities
- Layer toggling
- Annotation
- Drawing tools like Polyline and Polygon
- Displaying component names and path names

PDF Viewer Features:
- Zoom and pan capabilities
- Annotation
- Text searching

The application will also have a web-based component for:
- Content Management
- User Management
- License Management

The server will be running MySQL.

Ideal Skills and Experience:
- Proficiency in developing Windows-compatible desktop applications
- Experience in creating PCB and PDF viewers
- Knowledge in web development for the management components
- Familiarity with MySQL for server-side management
