Make Desktop Utility Reusable

I have a small C# desktop utility that works perfectly—but only the first time it runs. After that, it refuses to launch again. I need someone to dive into the code, locate whatever flag, timer, registry key, or licensing check is blocking repeat launches, and remove or refactor it so the application can be opened as many times as needed.
Scope (keep it lean and focused):
• Inspect the existing C# source or de-compile the executable if the source isn’t available.
• Pinpoint the single-use restriction logic and adjust or eliminate it.
• Re-compile and deliver a clean, ready-to-run .exe plus the updated source files.
• Provide a brief note outlining what was changed so I can follow the fix later.
No extra features, UI changes, or major refactoring—just a simple edit that turns a one-off desktop utility into a reusable tool.
