Linux Mint Video / photo recorder & Uploader App Like photo booth

Budget: $2 – $8 AUD

Must be able to start now and complete this part within 15 days.
What i am after is, on my touch screen monitor, it shows take video or photo button (i can enable or disable in admin), then shows start button, when then press start and it does a small 3second timer, then starts to take the video or instant for photo for a set time i put in config, like 10 seconds.
This then saves on the device, and instantly creates a qr code where i can scan and it auto downloads that video to my phone.
I want to be able to put a water mark on the photos of a logo, and possible if in a folder on the machine i put in a frame.png so it adds that to the images too,
This will be ongoing with more addons and features after this basic part has been done.


I would like a clean graphical interface—nothing fancy, The upload itself can be handled over HTTPS with the usual POST/PUT technique; you can rely on curl, Python requests, libcurl, or a similar well-maintained library, as long as it is clearly documented in your hand-off notes.

Deliverables
• Source code and a compiled executable that runs on the current Linux Mint LTS release
• A short README explaining build steps, runtime dependencies, and how to point the app at a different endpoint if needed


Please keep the overall footprint small and avoid heavyweight frameworks unless absolutely necessary. Let me know which language and toolkit you prefer (GTK, Qt, Electron, etc.) when you bid—fast startup and low resource usage will be a strong plus.
