Project Definition of Terms
The customer: ARKSOFT INC who provides funding to the freelancer to complete the project.

The freelancer: a software developer/agency who provides software developing service via the project listing platform below:
freelancer.com
upwork.com

Extra work (must satisfy all below):
Any works that are not defined in the SRS.
Any works that will increase working hours significantly (time greater than or equal to 4 hours) [OR] that will delay the project process significantly (structural level change).

Project Budget
The project MUST complete within the budget range where listed on the project listing platform [ OR ] proposed by the freelancer.
The budget price will be final once the project started.
Any extra works request by either freelancer or the client MUST get both party approval.
Project meeting/research time will not consider project extra work.
Notice: the project budget is based on the whole project, not base on hourly.

Project Introduction
A cross-platform virtual/desktop application (Windows and Linux) that that able to display a piece of simple information (in text form) with a color banner (such as background, foreground, text, sound, and etc.) on top of a computer screen at all times (in docking mode at all time no matter plays a movie/game/full-screen application or not). The IB can report/receive a status/message from a central server defines by the I.T. department. The IB also can verify/active/deactivate/update the software/license via our own Software License Manager (SLM)’s RESTful API (detailed API documentation will be provided separately with an exported Postman pre config file).

Project Delivery Time
4 weeks ~ 16 weeks (project must complete within the time range)

Project Possible Solutions
1. Develop 1 service + 3 GUI versions with Qt Framework for all 3 platforms (Windows, Linux, MacOS).

2. Develop 1 service + 3 GUI versions for each platform:
Service: logic with .Net Core cross-platform
GUI
Windows: C# + WPF
Mac OS: Swift + Cocoa
Linux: CPP + Qt [ OR ] CPP + GTK

3. Develop 3 isolate versions, and one for each platform:
Windows (Logic + GUI): C# + WPF
Mac OS (Logic + GUI): Swift + Cocoa
Linux (Logic + GUI): CPP + Qt [ OR ] CPP + GTK
