Image Grid Overlay and Color Counter App

I need a Windows-compatible standalone application that overlays a predefined grid onto an image. The app should count and highlight cells containing a certain color based on user-defined parameters. The modified image can then be exported from the app.
theres a specific image aspect ratio, with 18 columns and 49 rows. this will scale to match width of user loaded image
