Flowchart Drawer - Write or Find App or Website to Draw Flowcharts

I am interested in finding software or a website that produces flowcharts (for an example see attachment file Flowchart.jpg). It must allow me to upload a file containing the definition of a flowchart and it creates the flowchart (see attached files Upload.txt and Example.jpg). It will probably also allow me to manually create the flowchart one step at a time.

There are three possibilities below: A (write app), B (find app) and C (find website). For B and C I will:
1. Milestone $5 and immediately release it to pay your FL fee when I hire you.
2. Milestone $10 for you to provide B or C below.
3. Release the $10 when you produce B or C.
4. Repeat 2-3 for each additional B or C that I need.

For B or C you might have to ask the vendor/website for an example of a flowchart and a file that is uploaded to produce it, if you don't see it on their website.

A. You write an app to do this.
Tell me how it will work (formal spec) and the cost.

B. You find an app to do this this and I will buy it from the vendor.
Provide me:
a. The Link to buy it.
b. An example flowchart that it produces.
c. The upload (file) that makes that flowchart.

C. You find a website that does this.
Provide me:
a. The Link to use it.
b. An example flowchart that it produces.
c. The upload (file) that makes that flowchart.

Just to help you understand, here is a made-up example.
A vendor or website produces the attached image Example.jpg when the user uploads file Input.txt:

1 circle 1.5 5.3,1.2 Begin
2 rectangle 6,2 5.3,2.5 Find node that represents the itemset
3 line 1,2

This file would mean to:
1: Draw a circle with radius 1.5 at point (5.3 across,1.2 down) with the word "Begin" in it.
2: Draw a rectangle with width 6 and height 2 at point (5.3 across,1.5 down) with the words "Find node that represents the itemset" in it.
3: Draw a line pointing from 1 to 2
