I need a Windows application capable of reading data from DNP3 devices over Ethernet and exposing it through an OPC UA Server. I don't have a strict preference for the environment: you can work in Python or Visual Studio/C#; the important thing is that the final solution works stably and is delivered with all the source code well documented.
Main Scope
• DNP3 communication module: detection, connection, and periodic reading of points (analog, binary, counter).
• Embedded OPC UA server: real-time publication of the read variables, with a clear node structure navigable from any standard client.
• Graphical interface: must allow adding, editing, and deleting devices and variables independently (names, addresses, types, intervals, etc.).
• Basic persistence: configurations must be saved and reloaded when the application starts.
• Windows installer or deployment guide.
I will especially value proposals that include:
– The architecture and libraries you plan to use.
– Timeline with milestones (first prototype, testing with OPC client, final UI, documentation).
– Testing strategy (DNP3 simulators, tag validation on OPC UA clients).
– Security recommendations (certificates, OPC UA username/password, exception handling).
