Application creation for security cameras for multiple jobs

I am looking for a freelancer to create an application that will work with IP cameras and be compatible with both Windows and MacOS operating systems. The application should have the ability to live stream and feature motion detection. Additionally, I would like to have cloud storage capabilities. Ideal candidates should have experience in application development and familiarity with IP cameras and software integration.
