Windows program to configure hardware

looking for a Windows program that will allow a user to configure the operation of a control device. The program will have some drag and drop features of items into a control tree. This tree will eventually be saved and read as an XML file. Communications to the hardware is via a serial port on the unit. Later the Ethernet port on the unit will be also used for configuration and control.
I currently have an outline of the program in Delphi and it can be changed to C++ or C#
I have a document that explains the API to the hardware unit.
