Sort a list of legal cases in a text file by date and output to new text file.

Windows based application (should run at least on Windows 10 and later and have a simple graphical interface for specifying input file) to do the following:
Input/Read a text file comprising a list of legal cases in the following format, probably (but not necessarily) in alphabetical order.

The lists can obviously be long, as I wouldn’t need an app to sort 10 lines.
Deliverables are (1) fully compiled and operating version of program and (2) source code
