Simple demo BACnet IP Server using Delphi

I am in need of an developer with BACnet and Delphi experience to develop a simple demo BACnet IP server using Delphi 7. It should allow device discovery and read of property values by multiple BACnet IP clients.
Ideally, it should use pure Delphi code but you can also wrap the open source C BACnet library and call from Delphi. Delphi source should be provided and also instructions on how to compile any third party open source library.
