Resolve Delphi 10.2 Install Issues in windows 11

After I install Delphi 10.2 'with radstudio10_2_esd.exe on Windows 11 and try to run it, I can't open an application I wrote in Delphi 10, nor can I create a new application. I get a message like "The project cannot be loaded because the required personality Delphi.Personality is not available.."
