Manufacturers Data Report Compiler - Pref Delphi

I am looking for a developer to preferably code in Delphi a windows desktop application to compile documents and data that are either stored in a SQL database and file paths (UNC or Network Drives). These will be compiled into a bookmarked single pdf document based on a customizable index template that is loaded and saved using an xml template. Each individual index item is to be checked off when completed. Once compiled as a complete MDR a register entry to be added.
