Get and retrieve active URL in Chrome browser using Delphi

Create a function in Delphi that returns the active URL and page title from Google Chrome.

e.g. delphi function would return two strings, 1 = URL, 2 = Page Title

This should also work if the user is in Incognito/private mode.
