Delphi read Arabic text file

Attached simple text file
When trying to read it from Delphi XE2 - it show gibberish.
Changing the font, the encoding of the file didn't help.

I need simple solution - how to read the first line of the file and display it on a label inside Delphi project. That's it. For someone who know the solution it should take 5 minutes.
