Delphi 7 mapping/tagging project

We store customer addresses as text:
Address, suburb, state, postcode, country.
I need to add mapping to our program, to display a street view map of the details, with a marker on the map to display the location. This needs to start with using the address and converting it to the location on the map, which may or may not be correct.
The marker then needs to be able to be moved, so that it can be positioned for the actual location, which may be a specific area on a building, for example.
I then need the lat/long information returned, to be stored against the customer record.
The editing process can be written into a dialog and then return the lat/long if that makes it easier. However the map must also be shown on the customer record with the current location tagged, even if it can't be edited.
This specific project is to write the mapping part of the process as a self-contained program. You won't have access to the full product, I just need this mapping portion completed. Once provided with working source code, we will perform the integration to the full application, so the source code should be clean, commented code. The test application will not need to be maintained unless there is a change to external services/components.
The program must work with Delphi 7.
You can use components from any external party, however they must be current products that are supported and available for Delphi 7 as well as the latest version of Delphi for future migration. We will purchase our own license if required.
You can embed web sites that provide the service, as long as it achieves the above requirements and work with either the standard web view or a supported component, as per the above requirement for components. If an external site is used, we will pay ongoing fees if required, however we need to know in advance of what the costs will be, we can refuse that site if it's too expensive.
This is required as soon as possible, the exact workflow details will be given to the project winner.
This project will not be awarded to any generic responses, you will need to be able to prove you understand the requirements and can provide the solution.
