Create an API for smarterpay https://wiki.smarterpay.com/start

I am looking for a Freelancer to help me create an API for SmarterPay within 1 month. The specific functionality required is to upload Direct Debit Mandate Information. Our application is in Delphi and the data will be in SQL server. It would be more convenient if the API was Delphi, but I guess it doesn't have to be if there is a better alternative. The API should make easy and efficient account management, payment processing, and reporting and analytics. Please let me know if you have any questions or require any additional information.
