Web programming for "laboratory management system” with IOS and ANDROID app

I have a project for you which is “laboratory management system” with IOS and ANDROID app, The system should be online and offline system. the employees in the laboratory will receive the specimen from 2 kinds of group (1-Out-pateint “Cash”, 2-Clinics and centres “Monthly contract”) and they will enter the data. after finishing the processing the report will be available as print out or in website or in the app. there will be 4 working groups in the laboratory and 12 desktops: 1-Reception 2-Doctors 3-Technician 5-Admin
The iOS and android application is for output of the data which means the application target the end customer which is three kinds, the patient, the doctor and the clinic. all of them can see the result of the of the specimen in the website or in the application by entering the QR code or scanning the QR code directly by the phone. ones the specimen received in the laboratory the patient, the doctor and the clinic can track the status of the specimen and they will receive pop notification of the app in the phone when the report is available. please find the attachment, its “number” file of MacOS, its explain what we want and make it easy to understand, any doubt just send to me.
