Simple PHP CRUD with MySQL database project: databox V2

I need a web platform for users to create a product database. Each user has their own product database with their own content. In addition, 4 pictures and two videos can be uploaded per product.
The product database has fixed data fields (the same for all users). There are 9 data fields with text and numbers, 4 fields for images, 2 for videos. Total 15 data fields per article.
- The platform must be built with PHP and sql.
- The platform must also work well on mobile phones! The design must be modern and fast.
- The platform must support multi language. default is english. new languages simply have to be entered via a file.

- At the end of the project, the programmer must provide instructions for the PHP script. Installation, important variables, database information, multi-language changes and additions.
- The data entry and saving of the import/export files must also support Chinese characters (UTF-8).
CSV files always end with semicolon (;).
