Registration Databas

I run a short-term rental. The city requires me to run a log of names and addresses of all guests. I want to send out a link, and get an email on when the guests have completed the registration. The data needs to be stored, preferably on the cloud. Easy and standard job. I would need to get an email on when the job is complete.
