Patient-Centric Confidential Database Creation

I'm looking for an experienced database developer to create a confidential database to hold critical patient information.

The database should be able to:

- Store patient data, including medical history, lab results, and specific details about human tissue samples
- Store personal information
- Be accessed and managed via a desktop application
- It must be able to grow with the Tissue Bank collection
- It must be easily searchable from keywords and phrases
- It must be password protected and secure to adhere to Strict HTA and University policies.

We currently have an very old database from which the data would need to be extracted.

A candidate with a strong background in HIPAA compliance and data security is ideal due to the confidential nature of the data.

Additionally, those with experience in building databases specifically for the healthcare industry would be highly regarded. Please illustrate your capability to meet these requirements in your bid.
