Implementation of an excel database into an exam-practice platform

Context

Over the last few years I’ve been developing as a professor for finance professionals and salesmen to get the qualifications they need to continue performing their activity.
I’m seeking to build my very own self-assessment platform, and that is what I’m asking your help for.
I have a background in front-end design, graphic design and databases, so I’ll be an active part in the development of the platform. I’m just a no go when it comes to back-end development or online databases (always have worked with them offline).

Exam information

The exam that the students will practice comprises 40 questions of different topics, each of the topics with different weights (so not all questions have the same probability of appearance), and they must get 28 of those right (70%) to pass. Wrong answers do not subtract points.

The excel database:

I will be providing the database in excel, the database includes:
a) Question and topic it belongs to
b) % weight in the exam of each topic
c) Potential answers to the question
d) Right answer + feedback
Like I said I have developed databases in the past so I hope the structure I’m currently building will be usable for the platform, but I’m open to any suggestions the developer may want to give. This database Is still in the works and will be ready within a few days for the developer to start working.

Platform’s workflow

The platform will work as follows:
a) The student logs in with a manually registered user (this is intentional, I have a moodle for this).
b) The student clicks the “attempt exam” button (or whatever we want to call it)
c) The system randomly loads 40 questions with their potential answers, it is important that the system loads these random questions taking into account the weight of each topic of the exam. Also a timer appears (this timer is purely informational, it doesn’t condition the exam in any way).
Note that no question should appear twice in the same attempt, it can show again in further attempts, but not twice in the same.
d) The student answers all questions and clicks “finish attempt”
e) The system informs the student of their score and the time they took, it states whether they passed, and all questions are shown again displaying the chosen answer and the right one, along with the feedback.

Further considerations

A few other aspects to take into account:
I’m in Spain and the platform will be based in Spanish, so, although it’s not determinant whether the developer can handle Spanish or not because the questions, answers and feedback can be copy-pasted, Spanish-speaking freelancers will be preferred for the job in order to make it as easy as possible.
The design of the platform will be simple, BUT IT MUST BE perfect and adaptable to all screens. Many of the students are not of the tech type and the platform can’t display cropped answers, overlapped text lines, poorly displayed buttons… or anything like that.
Since I have a background in design, I can provide the code for that myself, but because I don’t know how to implement a database and make the code retrieve the data I don’t know if me building the code should be the best option, I will discuss this with the developer.
The database has an estimate of around 500 questions in total.
I provide the server where all will be developed and stored, so the developer needn’t worry about it.
When choosing a freelancer, quality, delivery time and professionalism will be taken into account as well as price.
