Develop RDBMS from multiple excel or csvs

We have a requirement of creating RDBMS ( Relation Database Management System), a project to convert data in excel sheet to RDBMS.
A sample of excel sheets for creating a master database table structure shall be separately shared with you.



The facilities envisaged are:
Should be able to "Name Database" as per convenience by user
Should be able to "upload file" in excel / csv
Should be able to "View" / display the fields
Should be able to "re-name the fields / headers" for new database
Should be able to Define headers as "KEY for relationship"
Should be able to "Define Relationship with other database"
Should be able to "Validate data to remove / edit junk information" as per user convenience
Should be able to "Extract relevant data from the clustered data within the data filed / data cell.
Should be able to "Create Custom fields" when found necessary by user
Should be able to Insert recency filed in every record within every database which will record date and time for any change in the record
Should be able to judge duplicate records based on point 10 and whenever while uploading new database such records will be brought on screen as duplicate records with "Recency" Field
Above Steps shall be followed for every database structure creation
Facility to download excel report from the server for any selected database
