Database on freelancer workers

I am looking for a freelancer to create a database of freelancer workers that includes their work history and experience. The database should be both searchable and filterable. Additionally, I would like the database to be hosted on both a web-based platform and a desktop-based platform. Ideal skills and experience for this job include:
