Create a single database from several files

I'm looking for someone that can compile and merge several txt or csv files, using headers.
The idea is to create master databases from several files and deliver a structured, cleaned and deduplicated database by country.
The mandatory fields to keep on the master database are First Name, Last Name, Address, Postal Code, City, Gender, DOB, Phone ,E-Mail
