Building a database with an editable interface if possible. I'd like it to be my personal dashboard to help me orgaize my projects and tasks in a visually appealing way. I'd be designing the interface but i need someone to do the coding and building.

I am looking for someone to help me build the perfect database for me and my projects. I have a vision of how the database should look, but I need to find someone to take the ideas and make them into reality. The database I prefer to use is a Relational one and I have some ideas and thoughts on the interface design but could use some help in narrowing down what would be realistic to expect. My budget for this project is within the range of $500 to $1000 but I'm flexible.
As far as an editable intrface - my best description is something like tiles or something i can put a picture on with a description to be a button to open that [project] page that has info on that item. I'd like those pages to be very interactive as well but that might be someplace where i need to be educated on limitations.
