Design and build a searchable Art Website for photos

I need a website for my art project, a database of 10,000 images with text. Years ago I made a partially built website at https://soulburners.org/. Watch the 2-minute video to understand the project.
First, I need a design. I like the overall look, but it's incomplete. The search and search results pages need to be designed.
Second, I need the tech built, a searchable database. You don't have to keep my old infrastructure of the current (unfinished) website. You can re-do it.
The project includes:
-- Finish the website design for the browse images, search images, and search result pages.
-- Scale down my original images to website size, or I can do it myself with Perl ImageMagick
-- Fix the spinning wheel to choose a random category at https://soulburners.org/explore
-- Put a slide show of images at https://soulburners.org/explore
-- Click any image to see the related images and text
-- Adapt the HTML to show images that are either portrait (vertical) and some are landscape (horizontal)
-- A search page to search for keywords
-- I do NOT need website visitors to submit more images. I have enough images.
Separately, I can see that the text has a lot of typos and needs to be looked over. I might hire someone at an inexpensive rate to spend 20-40 hours reviewing all the text and cleaning it up.
