Optimize ASP Site Performance

I’m preparing to migrate an existing classic ASP site and I want the end result to feel the same to users—but run noticeably faster. The single, overriding objective is better performance, with database-query speed sitting at the top of the priority list. The new website must run nicely also on cell phones and tablets.

Here’s what I need from you:
• Convert the current ASP codebase to a modern, maintainable stack of your choice while preserving all visible functionality.
• Keep the present database structure intact; all tables, relationships, and stored procedures must remain untouched so that upstream systems continue to work. Currently it runs on MSaccess DB but i will accept conversion to MySql free version.
• website will be in few languages mainly Hebrew RTL and other LTR - (require table of words conversion).
• Automatic payment to PayPal, Credit Cards, Bit and PayBox (the last 2 are Israeli systems).
• Manager back site to upload all the info on screen, text and pictures. Each screen has it one table, reports and traffic statistics.
• 3 options of graphical design will be required initially to owner to select one.
