Desktop HRM Software Development

I need a Windows-based desktop application that streamlines HR management for multiple client companies. The core of the project is an Admin portal where I can create any number of companies, register their employees, and maintain their data. Managers and employees will each have their own login experiences: managers can review team information while employees simply view the directory, their own records, payslips, and letters.

Key functions I must see working end-to-end:

• Company & employee registry maintained by the Admin role
• Role-based access (Admin, Manager, Employee) with clean navigation
• Monthly attendance entry and storage
• Payroll engine limited to salaried calculations, producing accurate net pay, deductions, and printable payslips
• Auto-generation of common HR letters (offer, experience, salary certificate, etc.) with company branding
• Search, filter, and basic reporting for all the above

A modern UI is important, but performance and data integrity come first. I am open to your preferred tech stack as long as installation on standard Windows workstations is effortless and the database remains local or easily bundled.
