Vehicle fleet Management

We manage a fleet of vehicles for our employees and our goal is to have a clear view of all the events around a vehicle.
A database model is almost ready with the different tables and key elements: Vehicle, Owner, contract, Driver, Fines, maintenances
Some process need to be clarified but as example some level access or funcionalities are well defined

Access at driver level, HR level, Financial, administrative and manager of fleet... and so on with different views.

Ideally created in a platform that could be installed and manteined in a private cloud.
