NDT Project Manager

Manage third party contractors. I have two Excel Workbooks that use to connect to a Microsoft Access Database, but not anymore. I need a user interface (web or application) to connect to a free database or self contained database to query data and display to the user. I will need it permissions based so we can choose who can edit anything. More information can be provided with a web conference.
