Project Description
MOMCO AI Limited (Lusaka, Zambia) invites proposals from experienced software development companies or enterprise development teams for the design and development of a National Digital Identity Platform (NIDP) for a government project in Africa.
The platform will manage digital identities for approximately 30–33 million (3 crore) citizens and provide secure authentication and verification services for government agencies and authorized third-party organizations.
This project includes software platform development only.
Infrastructure, biometric capture hardware, and physical ID card production are not part of this scope.
Only vendors with experience in large-scale enterprise or government systems should apply.

The selected vendor will develop the following major components.

Secure web-based platform for government administrators.

3. Mobile Applications

4. eKYC Identity Verification Platform
A secure identity verification platform allowing third-party institutions to verify citizens.
Potential users include:
• Banks
• Telecom operators
• Financial institutions

Authentication methods:
• Mobile OTP
• Email OTP
• Biometric authentication
Biometric Integration
The platform must support biometric integration.
Required biometric modalities:
• Fingerprint
• Facial recognition
Optional future capability:
• Iris recognition
Note: biometric capture devices are not part of this project.

• High-volume authentication requests
• Future scalability up to 50 million citizens
