Expert 2 hour consultation needed for File Management and Digital Document Management Needed to Plan further development

I'm seeking an experienced professional to chat or talk with for two hours at some time April 4/13-4/18/2024 - who specializes in digital storage and file/document management, probably involving a database and complimentary software. Knowledge of real time file synchronization, distributed file system, database or related software that can rename, copy, and retrieve PPTx, PDF, MP4, txt, and other files - preferably on native NTFS and onto network drives.
I hope to have an extended chat or a live conversation, maybe a couple hours talking about the project scope and the technologies available. The intent is for me to have a clearer picture of what I need to learn in order to create a budget and invite a developer to help create the file management system that will speed up our workflow. I am a general IT and live video production person who lacks the development knowledge to pick a platform and put the development out to bid.

1-Generate a table where each file requests exists as a row of data and the columns contain supporting information entered in advance as well as empty fields to be populated later. .
2-User interface to drag submitted files onto a field within each file request which would rename it and file it in a pre-designated folder structure. It would update the record to show the file was submitted. It would update the record each time a replacement file was submitted.
3-Separate file synchronization system to copy videos that are being recorded in different rooms over a LAN or the web into the same pre-designated file structure. Prefer real time synchronization because they are hours long files and need to be edited or reviewed before the recording is ended.
