Create a Searchable Database Website with Subscription/Membership Area

I am looking for a talented freelancer to create a members-only searchable database website that includes a members-only area, has the capability for members to input database information via CSV upload, has various visibility settings for different membership levels, and is easily searchable. The database will contain text, location data, criteria ranges and number ranges which must be searchable by inputting exact numbers/data. The option to purchase data at a certain visibility level is a must. The requirement will be for the data results to be generated but hidden until purchased. The database must be completely searchable and include a members-only area. The members-only area will require level restrictions, as different membership levels will have different data visibility. I am looking for someone with the skills and experience to create this database from scratch or modify an existing database interface to suit our specific requirements. This project requires a creative, detail-oriented professional who has experience developing database websites with searchable functions and integrating a members-only area. Additionally, we would like to have social sharing aspect and capatchas integrated.
