Oracle APEX Migration & Code Update

I need an Oracle APEX application currently running on a local Oracle database migrated to Oracle Cloud. The existing code needs to be updated for easier maintenance and understanding by beginner testing engineers.

Requirements:
- Update data entry forms, reporting modules, and user authentication
- Implement unified search using Oracle Text and IDs
- Migrate and update tables, schemas, stored procedures, triggers, and constraints

Ideal Skills & Experience:
- Proficiency in Oracle APEX and Oracle Cloud
- Strong experience in database migration and code refactoring
- Ability to simplify complex code for beginners
- Good communication skills for discussions with my IT team
